Introduction

Local Government Engineering Department (LGED) is establishing a Climate Resilient Local Infrastructure Center (CReLIC) under its Climate Resilient Infrastructure Mainstreaming Project (CRIMP) funded by Green Climate Fund (GCF), the Government of Germany through the German Development Bank (KfW) and Government of Bangladesh (GoB) to mainstream climate resilience issues in designing and implementation of all infrastructures at local level.

On August 18, 2020, LGED organized the Kick-off meeting for the Institutional Development Consultant (IDC) consulting services for the establishment of CReLIC. The IDC consists of a consortium of AMBERO-COMO-TTT consultants.

The Centre will trigger a stepwise institutional learning process fully integrated into LGED structures and backed by pilot investment schemes under components 2 and 3 of CRIMP, i.e. climate resilient infrastructures development in urban and in rural areas. As a result, the CRIM project aims to increase directly the adaptive capacity of more than 134,000 people to climate change. Indirectly, 10.4 million people (6.8 percent of the total population of the country) will benefit from climate resilient infrastructure planning and implementation in the long term.

Activities

CReLIC will be a center of excellence that will act as a knowledge and information hub which will collect, process and provide knowledge and exchange of information on climate resilient infrastructure to and from LGED Engineers, relevant research institutions and other agencies. The center will fill the gap between the increasingly diverse and competent

The center will dedicate to gathering, analyzing and developing relevant local and international best practices, taking into account international standards and translating them into construction standards for LGED infrastructure and will provide training curricula and geo information for infrastructure planning, supervision and maintenance. The developed knowledge, formulated guidelines and procedures considering climate change issues under CReLIC will be disseminated to all local government institutions and relevant training will also be provided for LGI officials.

The appointed Institutional Development Consultant (IDC)’s activities are primarily divided under four core tasks which will coincide with and lead to the ultimate outputs and activities of the CReLIC as mentioned above.

A. Installation of a data, information and knowledge management system

The activities under this task will include assessment of the data, information and knowledge needs, existing data sources and databases within the LGED structure and external sources. Based on the assessment the Consultant will design a knowledge management system including an activity and monitoring plan, standard procedures and formats for the knowledge management system. For the subsequent operation, cooperation and networking structures will be established for data and knowledge sharing with external stakeholders, and guidelines and provision of trainings and helpdesk for users will be developed.

B. Adjustment of standards, procedures and guidelines

The Consultant will establish an inventory of existing relevant internal guidelines, procedures, standard designs and building materials for infrastructure planning, site supervision, procurement, maintenance; select relevant ones for the pilot infrastructure measures and assess their appropriateness with regard to climate impacts. Based on the assessments, the Consultant will conduct research for best practices, and make adjustment of the guidelines and standard designs. Similar assessment and adjustments will be proposed for the TPP and DPP development. All activities will be complemented by capacity building activities i.e. development and implementation of training in cooperation with the LGED training unit and provision of a helpdesk.

C. Mainstreaming of climate proofing within LGED structure (and beyond)

For mainstreaming of climate proofing within LGED structure, the Consultant will develop a detailed mainstreaming concept and subsequent action plan considering supporting structures and internal change agents. They will conduct training needs assessments and implement the training plan among the LGED staff and related local stakeholders in cooperation with the LGED training unit. Furthermore, a motivation campaign among LGED staff will be developed and facilitated.

D. Institutionalisation of CReLIC

The Consultant will provide initial recommendations for permanent institutional setup based on a thorough and comprehensive institutional assessment and internal stakeholder survey. Based on a pilot setup and comprehensive review of lessons learnt from project implementation, the Consultant will further revise recommendations for the permanent institutional setup and support taking necessary high-level GoB approvals. The Consultant will accompany the institutional change process with the assessment of training needs for all staff, development of training and monitoring plan, and implementation of continuous training and coaching of the CReLIC management.
